The primary responsibility of the Registration
Department is to review complaints submitted to the Commission under Act No.
6/2006 (Human Rights Commission Act) and Act No. 13/2013 (Anti-Torture Act
2013), identify the preliminary information required regarding those
complaints, determine whether to investigate the cases, and forward the cases
decided for investigation—as well as those the Commission decides to
investigate on its own initiative—to the Investigation Department.
Furthermore, this department's responsibilities
include maintaining statistics of human rights-related cases submitted to the
Commission, managing records of the submitted cases, operating the Commission's
toll-free hotline 1424, and coordinating instances where the Commission's Rapid
Response Team (RRT) needs to be deployed in connection with emergencies.
The Registration Department officially commenced
its operations on April 20, 2026.
